In reply, I am to request you to inform Lord Clarendon, with reference to the question especially submitted for their Lordship's consideration, that so far as their Lordships are in possession of information upon the subject, it does not appear to them that there is any objection to compelling Chinese Passenger Ships to touch at Hongkong which is not more than counterbalanced by the advantages that may be expected to result from the course proposed.
